HELP WITH YOUR SEPTIC SYSTEM OR SEWER TIE-IN COSTS
The Link Deposit Fund
If you have recently purchased a home in Trumbull County and are required to upgrade that septic system; or because of a sewage nuisance complaint you are required to upgrade the septic system; or are in an area that is now able to tie into the sanitary sewer system, there is now a local funding source to help you with your project.
The funding is provided through the EPA and is called the Link Deposit Fund. The Link Deposit Fund is a “LOAN” available for those who qualify at a lower interest rate from a local bank. You must meet certain health department criteria to be eligible. You must then meet the bank’s criteria to secure the loan.
The terms and conditions are as follows:
- The participating institutions are Cortland Banks (all branches within Trumbull County), Farmers National Bank (all branches within Trumbull County) and Key Bank at the branches listed with this information.
- The Link Deposit Fund can only be used for Trumbull County residents that have a failing existing sewage system and are under orders of the Board of Health to repair/replace said system with an on-lot system or new state approved off-lot system only that obtains an NPDES permit. Alterations to off-lot systems that involve maintaining the primary treatment component (and thus a NPDES permit will not be required) is NOT eligible.
It may also be used for the purpose of lateral connections and tank abandonment for mandated sanitary sewer connections.
IT MAY NOT BE USED FOR ANY NEW CONSTRUCTION PROJECT. - Any individual interested in the Link Deposit Fund must receive a Certificate of Qualification from this agency. That Certificate must be signed by the Director of Environmental Health. The Qualifying Certificate requires specific information that must be supplied to the health department by your installer (for septic systems) or the drain layer (for sewer tie-ins). The required information is:
- The type of system and components being ordered,
- Estimated cost associated with the project, and
- Scheduled start date and completion date.
- Prior to issuing a Certificate of Qualification, the property owner must first obtain a PTI from the health department or have an order to connect to sanitary sewer.
- The health department will prepare the Certificate of Qualification, which the homeowner can then take to one of the above-referenced banks.
